The Ambition
To transform the Red Sea Highway into one of the world’s most extraordinary coastal journeys, a signature tourism corridor that celebrates Saudi Arabia’s western seaboard as a living showcase of culture, nature, and discovery.
The Approach
Insignia led the project with a nation-building perspective, viewing the Red Sea coastline as both an economic frontier and a cultural continuum. The team’s work combined strategy, design, and feasibility to translate vision into a practical roadmap for sustainable development.
- We framed the Coastal Highway as a strategic pillar of national tourism, aligning cultural, environmental, and economic objectives under a single vision.
- Conducted extensive market, cultural, and environmental assessments to identify priority zones for investment and development.
- Translated analytical insights into a spatial blueprint, mapping visitor flows and defining anchor destinations along the 1,600 km stretch.
- Outlined design, mobility, and sustainability principles to ensure coherence between built form and natural landscape.
- Formulated a governance and operational framework that balances public–private collaboration with long-term financial resilience.
- Developed a narrative and communications system that positions the Coastal Highway as a global emblem of exploration, connection, and Saudi confidence.

The Outcome
Insignia delivered a visionary masterplan that defined the Coastal Highway as an iconic 1,600 km coastal experience with a multi-nodal network connecting destinations, communities, and experiences into a unified national narrative of renewal and pride.
