The Ambition
To reimagine one of the Arab world’s oldest cultural gatherings as a permanent, year-round destination that honours heritage while driving contemporary cultural and economic growth. The ambition was to extend the spirit of the annual Souk Okaz festival into a living, breathing ecosystem, one that sustains creativity, commerce, and community long after the festival ends.
The Approach
Insignia approached OKAZ as both a national initiative and a tourism and cultural development opportunity, aligning the project with Saudi Arabia’s broader cultural renaissance.
- We fused socio-cultural intelligence with real estate market foresight, decoding how tradition, place, and participation could converge into a sustainable destination model.
- Led multi-layered studies, covering demand, visitation, and feasibility, to ensure the vision was both experientially resonant and commercially viable.
- Defined OKAZ’s role as a hub of cultural dialogue, translating its festival origins into a contemporary mixed-use destination that celebrates exchange, creativity, and enterprise.
- Designed workshops and spatial programming that translated these strategic insights into form and flow.
- Established principles for architecture, mobility, and sustainability, and devised a phased masterplan that balanced authenticity with innovation.
- Authored a year-round activation and event strategy, ensuring that the cultural heartbeat of OKAZ would be sustained through programming that integrates local craftsmanship, artistic residencies, and global collaborations, creating an ecosystem where cultural continuity fuels economic resilience.

The Outcome
The OKAZ masterplan set the foundation for transforming a two-week festival into a year-round cultural destination. Our strategy repositioned OKAZ as a permanent hub of Arab heritage and creative industry, equipped with the infrastructure, programming, and partnerships to thrive across seasons. By embedding a robust cultural and commercial framework, Insignia enabled OKAZ to evolve from an annual event into an engine of sustainable visitation, ensuring that the marketplace of ideas, trade, and talent that once defined its past continues to shape its future.
